The RECs generated by Standard Offer Plants belong to the Vermont Utilities and are transferred to the Vermont Utilities on a quarterly basis through the New England Power Pool Generation Information System (NEPOOL-GIS).
Once the Standard Offer Plant is commissioned, the Producer and the Standard Offer Facilitator work together to get the Standard Offer Plant qualified for the sale of RECs in the New England markets.
