Screening Framework and Guidelines
30 V.S.A. § 8005a(d)(2)
On March 1, 2013, the Vermont Public Utility Commission established a Screening Framework and Guideline, pursuant to 30 V.S.A. § 8005a(d)(2), intended to provide developers with adequate information, at least annually, regarding transmission-constrained areas in which renewable generation may provide benefit to the operation and management of the electric grid. Plants that are deemed to provide sufficient benefit to the operation and management of the electric grid may be eligible to participate in the Standard Offer Program and would not be subject to any program cap. Below are the updated guidelines for 2014, which now include distribution constraints.
