In compliance with Section 3.1.3 of the updated 2020 RFP, is a deed confirming ownership of the property to be used for the proposed project sufficient to certify that the project owner has site control? We have referred to the VT PUC’s definition of compliant site control documents that includes: “1) fee simple title to such real property; or 2) a legally forceable written leasehold or easement interest in such real property for at least the duration of the contract term;…etc.”

Please confirm if a deed for the property listing the project owner as the land owner qualifies as certification for site control and what additional documents may be required.
