The rapidly evolving situation with COVID-19 has many organizations and people taking strong measures to reduce the risk of transmission of this disease that has (as of this writing) infected over 150,000 people and taken the lives of nearly 3,000 people in the United States alone. Many businesses have closed, and millions of people are now working from home.
Now, preparing a paper copy of the bids for this RFP carries with it many actions that increase the need for interacting with other people and objects that may have the COVID-19 virus on them, including but not limited to:
- going into an office where other people are or may have been recently present
- handling paper that others may have handled
- handling printing equipment that others may have handled and not sanitized
- going into a UPS/FedEx store to ship documents
All of these actions take us away from the much needed social distancing measures recommended by the CDC and NIH, and puts people at risk of transmitting or contracting COVID-19.
However, these risks can be easily avoided if VEPP, Inc were to adopt a policy of email bids. Please respond at the earliest if VEPP is considering changing its policy to enable email bids.
Thank you for your question. Requests to alter Request for Proposal (RFP) Bid Submission policy must be filed directly with Vermont Public Utility Commission (PUC). It has opened a special case for COVID-19 related issues: Case No. 20-0789-INV. You can file this request via ePUC (https://epuc.vermont.gov/) using this case number.
